Martyn's Law (Terrorism (Protection of Premises) Act 2025)

Who it affects: Schools, academies, community centres, sports clubs and any venue that can reasonably expect 200+ people at once.
Key date: Enforceable from spring 2027 (24-month implementation period from April 2025 commencement; Home Office published final statutory guidance April 2026).
What's required: Standard-tier venues need documented procedures for an attack (invacuation, lockdown, evacuation) and trained staff — not physical security infrastructure.

Awaab's Law Phase 2

Who it affects: Housing associations, local authorities and registered social housing providers.
Key date: 30 November 2026.
What's required: Fixed response deadlines extend beyond damp and mould to excess cold/heat, falls, structural collapse, fire/explosions, electrical hazards, and hygiene/food safety. Asbestos and carbon monoxide follow in 2027.

Crime and Policing Act 2026 — safeguarding changes

Who it affects: Schools and nurseries.
Key date: From 1 September 2026 (2026/27 academic year).
What's required: Removes the long-standing supervision exemption from the definition of regulated activity, affecting how schools manage visitors and site access.

Building Safety Act 2022 / Building Safety Regulator oversight

Who it affects: Higher-risk buildings and, increasingly, wider commercial and public-sector estates as BSR oversight extends.
What's changing: The Building Safety Regulator left the Health and Safety Executive on 27 January 2026 and now operates as a standalone body sponsored by the Ministry of Housing, Communities & Local Government (MHCLG), with a direct line of accountability to the Secretary of State — alongside updated fire door standards and a continuing shift from paper-based to digital compliance record-keeping.

BS 8214:2026 — new fire door code of practice

Who it affects: Building owners and Responsible Persons maintaining fire doors of any type — timber, steel, glazed or composite.
Key date: BS 8214:2016 was withdrawn on 20 March 2026.
What's required: Wider scope covering all fire door types, and a shift from prescriptive rules to evidence-based verification — relevant to your Golden Thread documentation.

Approved Document B — fire safety amendments

Who it affects: Owners and managing agents of residential blocks of flats with a storey 18 metres or more in height, and anyone specifying or reviewing fire safety works against Building Regulations Part B.
Key date: Amendments take effect 30 September 2026.
What's required: Blocks of flats with a storey at 18m+ must provide more than one common staircase, alongside updated guidance on evacuation routes, evacuation lifts and fire door provision. Existing fire risk assessments and evacuation plans should be reviewed against the updated guidance ahead of the deadline.

Digital Waste Tracking

Who it affects: Operators of permitted or licensed waste sites first; every organisation with a waste contractor soon after.
Key date: Mandatory from 1 October 2026 (Phase 1); waste carriers, brokers and exporters follow from October 2027.
What's required: Waste movements recorded electronically rather than on paper transfer notes.

The Hillsborough Law (Public Office (Accountability) Bill)

Who it affects: Local authorities, academy trusts and other public bodies — still progressing through Parliament, not yet in force.
What's proposed: A statutory duty of candour requiring proactive, honest disclosure to inquiries and inquests, rather than waiting to be asked.

Fire Safety (Residential Evacuation Plans) Regulations 2025

Who it affects: Owners and managing agents of high-rise and certain other residential buildings — relevant if you manage or advise on residential blocks alongside your commercial sites.
Key date: In force from 6 April 2026.
What's required: Person-centred fire risk assessments identifying residents who'd need help evacuating, with tailored evacuation arrangements.
